Clear Legislative Framework Ensures Maximum Safety Standards

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has issued Law No. (2) of 2026 regarding public safety in the Emirate of Dubai, aimed at establishing a clear legislative framework that ensures the highest levels of safety for the community concerning individuals and property, to be effective from June 1, 2026.Dubai issues Public Safety Law No. (2) of 2026

Objectives of the Law

The law aims to achieve several legislative goals, most notably:

Protecting lives and property by reducing injuries, fatalities, and damages resulting from accidents.

  • Ensuring the safety of services provided to the public and products traded in the markets.
  • Establishing standards and preventive measures to minimize accidents according to the best global practices.
  • Ensuring the application of safety requirements in public places, entertainment venues, and events, supporting tourism.
  • Promoting a culture of safety and involving community members in implementing its procedures.
  • Supervisory Authority and Oversight

The law has authorized the

Environment, Health and Safety Authority of Dubai Municipality, in coordination with relevant authorities, to oversee and monitor public safety in the emirate, with a clear definition of tasks and powers. Dubai Municipality employees and relevant authorities have also been granted judicial authorityto document violations, issue reports, and call upon police officers when necessary.Key Safety Requirements


The law detailed safety requirements in public places, entertainment venues, and events, including:

The law also included safety requirements in: maintenance work, inhabited buildings, homes, electrical appliances, swimming pools, and beaches.


Prohibitions

The law prohibits individuals from a number of actions, most notably:

  • Trading or using explosives, fireworks, hazardous gases, and flammable liquids without a permit.
  • Storing waste in a manner that poses a danger to public safety.
  • Tampering with inspection rooms and sewage drainage outlets.
  • Trading products that do not meet safety requirements or lack safe usage instructions in both Arabic and English.
  • Engaging in activities that pose a risk to public safety without a permit from the Environment, Health, and Safety Authority.

Penalties and fines

Base fine: from 500 dirhams to 1,000,000 dirhams for each violation.

In case of repetition: the fine is doubled if the violation is repeated within one year, with a maximum of 2,000,000 dirhams.

The actions constituting the violation and the prescribed fines for each will be determined by a decision issued by the Chairman of the Executive Council of Dubai.


Appeal and compliance

The law grants any interested party the right to appeal in writing against decisions made against them within 10 working days from the date of notification, and the appeal will be decided within 30 days by a final decision from a specialized committee.

Those addressed by the provisions of the law were given a grace period of two yearsto regularize their status, extendable for a similar period by a decision of the Chairman of the Executive Council.

The new law repeals Local Order No. (11) of 2003 concerning public health and community safety in the Emirate of Dubai and its amendments.
