Mohammed bin Rashid Establishes Dubai Health Authority
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of the Emirate of Dubai, has issued Law No. (17) of 2026 establishing the Dubai Health Sustainability Authority, a new entity tasked with cementing Dubai's standing as a leading global hub for advanced sustainable health and wellness in accordance with the highest approved regulatory standards, alongside attracting quality investments into this vital sector.
Under Decree No. (14) of 2026, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Executive Council of the Emirate of Dubai, assumes the position of Chairman of the Dubai Health Sustainability Authority, while Helal Saeed Almarri, Director General of Dubai's Department of Economy and Tourism, has been appointed Chairman of its Board of Directors under Decree No. (15) of 2026.
The establishment of the Authority comes in support of the goals of the Dubai Economic Agenda D33 and the Dubai Social Agenda 33, both of which seek to entrench Dubai's position among the world's top three cities for quality of life and to enhance its leadership in healthy-life-expectancy indicators, through harnessing the latest innovations, strengthening governance, and building effective strategic partnerships.

Our vision is for Dubai to be at the forefront of the cities that shape the future of health, by harnessing the life sciences, biotechnologies, and medical innovations to develop new solutions that elevate human health."
His Highness added that Dubai's ambition is to become the world's foremost destination for health sustainability, wellness, and advanced care, and to set new global standards in health and quality of life, while continuing to attract the most prominent minds, competencies, and global talents to drive innovation and develop the medical technologies and solutions that help improve human life.
The Dubai Health Sustainability Authority will lead efforts to develop and apply a science-based regulatory framework for managing and regulating treatments and innovations related to healthy longevity, while overseeing the various stages of research and development, clinical trials, manufacturing, the provision of therapeutic services, and the management of specialized clinics.
The Authority will work in coordination with the relevant government bodies — including the Dubai Health Authority, Dubai Academic Health Corporation, Dubai Municipality, and Dubai Future Foundation — so as to align its work with the highest international standards and achieve the best levels of quality and regulatory compliance in the sector.
The Authority will also prepare and implement a comprehensive strategy that provides an environment supportive of advanced treatments, preventive interventions, clinical innovations, and ethical practices, with a focus on developing safe regulatory frameworks for trials and growth, drawing on global expertise, attracting promising companies, and strengthening international cooperation through specialized conferences and events.
Dubai's strategic orientation towards health sustainability, the promotion of well-being, and the development of an advanced health system embodies a pivotal transformational phase in which the future of healthcare is reshaped globally through the integration of innovation with effective governance and strategic partnerships, thereby entrenching a more advanced and sustainable health model.
"The health sustainability, wellness, and advanced care sector is among the fastest-growing economic sectors in the world, and the establishment of this Authority reflects the wise leadership's vision to entrench Dubai's role in shaping the future of advanced healthcare."
Almarri explained that the establishment of the Authority provides an integrated regulatory framework covering the entire workflow — from research and development and clinical trials, through manufacturing operations, to the delivery of services and healthcare to patients.
This represents the building of an advanced, integrated sector for innovative therapeutic products and services, one capable of attracting investments, enhancing industrial capabilities, and drawing in specialized competencies, in addition to effectively facilitating the transfer of technology and modern business models into the local economy.
The impact of this is not limited to supporting the Dubai Economic Agenda D33; it also strengthens the Emirate's pioneering position in developing innovative treatments that extend healthy life and raise quality of life, with a positive reflection on human well-being in general.
