The Dubai Legal Affairs Department has unveiled its annual report for 2025, documenting its institutional achievements and performance indicators across government and professional legal work, concluding its strategic cycle (2023-2025) and on the brink of a new developmental phase that anticipates the future of the legal sector in Dubai.

The report highlights the significant achievements of the department in the field of amicable dispute resolution, as 684 mediation sessions contributed to addressing a wide range of complaints filed against government entities, reflecting the maturity of the department's dispute resolution system and the establishment of a culture of alternative solutions as an effective alternative to traditional judicial pathways.

Regarding judicial representation, the report's indicators showed that the department maintained an exceptional level of defense for government entities in court, with a success rate of 92% for rulings in its favor, while the department received 497 executive claims, with checks alone accounting for over 32% of them.

In terms of contracts and agreements, the department completed the drafting and review of 689 contracts and agreements during the year, an increase of over 5% compared to 2024, with a total value exceeding 54 billion dirhams, indicating the significant contractual weight the department carries in the government work system.

The report also gave significant attention to the training project on mediation in civil and commercial disputes, where the department conducted four new training rounds during 2025, completing the requirements of the accredited mediator program with the International Mediation Institution for 82 trainees, with a growth rate of 9.3% compared to the previous year.

In the same context, the report revealed the expansion of the legal professions base operating in the Emirate of Dubai, as the nationalities practicing legal consulting reached 91 nationalities, while the number of licensed international law offices with branches at the department reached 84 offices by the end of the year.

This report represents a pivotal moment in the department's journey, as we stand before a new strategic cycle in which we seek to employ artificial intelligence and emerging technologies, and adopt the best global practices in governance and institutional development, reinforcing Dubai's position as a competitive legal hub regionally and internationally.
